PATNA: The Patna police are overstretched in providing security cover to VVIPs. "The sanctioned strength of police constables for providing security to VVIPs is around 40. However, the actual number of policemen engaged in the work is between 550 and 600," said Patna SSP Kundan Krishnan. He said that he has proposed to increase the number of policemen earmarked for providing security. There are around 50 to 60 persons who pay for their security at around Rs 10,900 per security guard per month. But most of these security covers to VVIPs have been given on the orders of government authorities. While the home department has ordered to provide security guards to about 55 secretary-rank officials, the Bihar assembly has ordered for two security guards for each of its 13 MLAs of Patna district. The Bihar legislative council, too, has ordered to provide two security guards to 23 MLCs, most of whom stay in Patna. While security guards are sanctioned for high court judges, the security cover given to lower judiciary is without any sanction. "Then there are persons who have been kidnapped and recovered or persons who are witnesses in crucial cases and who have to be provided with security guards," Krishnan said. As of now, the Patna police are providing security to 13 retired judges, who are or have headed government commissions and panels, 17 Union ministers and MPs, six former MPs (Dr C P Thakur, Rajiv Pratap Rudy, Ranjan Yadav, Prakash Chandra, Sanjay Kumar Paswan and Arun Kumar Singh) and 23 MLCs. Around 45 former MLAs, including Shivanand Tiwari, Ramjatan Sinha, Sadanand Singh, Vijay Shankar Dubey, Lovely Anand, Akhlakh Ahmad, Mahavir Choudhary and Punit Rai continue to enjoy police protection. Seven Patna policemen have been deputed for the security of former CM Rabri Devi. Another 60 policemen of Patna are deployed for the security of senior policemen posted in Patna, right from the rank of DGP to DSPs. Again, there are 30 persons holding various government posts who have been provided security by the Patna police. Surprisingly, the list contains the names of two JD(U) state office-bearers. The superintendent of the PMCH and the VC of Patna University have also have been provided bodyguards by the Patna police. Government security have also been given to prominent businessmen and lawyers. Despite an estimated over Rs 50 lakh spent on security to VVIPs, there are always complaints about alleged discrimination on the part of the police in providing security personnel. Krishnan stressed that the review of security guards given to people is done every month. Home commissioner Afzal Amanullah said that there is a move to appoint 5,000 policemen for providing security to VVIPs. It will mean an additional burden of around Rs 50 crore per month to the state.
