Chief Minister Nitish Kumar’s home district Nalanda and his bete noire Railway Minister Lalu Prasad’s political turf Madhepura are among the nine worst-performing districts in the ongoing recruitment drive for teachers in Bihar. The Nitish government had announced last year the largest ever recruitment drive for 2.36 lakh teachers to fill up major vacancies in Bihar’s 54,000 primary, middle and high schools.
Besides, the Centre also cleared the State’s proposal to open 15,000 new schools, which would also require teachers. In the first phase, 1.20 lakh teachers would be recruited. Rest 1.16 lakh would be appointed in phases, as per the requirement. Over 80,000 schoolteachers have so far been recruited, which in itself is a record. The government has also planned extensive in-job training for all the new recruits.
However, due to poor performance by some of the districts, the target of appointing 1.20 lakh teachers is set to exceed the February deadline once again. The nine bottom-rank districts have secured less than 50 points on a scale of 100. The Human Resource Developent Department has done the grading of the districts.
Rohtas has the best performance with 76 points among the seven top performers. The State Capital, too, has lagged behind in the recruitment drive. Its performance has been ranked average. HRD has warned the worst-performers to complete the exercise by March, failing which action would be taken against the district superintendents of education (DSEs). The HRD has also written to the DMs to monitor the recruitment and help in completing recruitments.
This is the first time teachers are being recruited through Panchayati Raj Institutions (PRIs) in the State. Nitish also earned laurels in the recent national surveys largely due to the government’s initiatives to revamp school education. The govt schools cater to over 70 per cent of the children in the State.
"There are 9000 recruiting agencies working on it. Wherever the DMs have shown interest, the results have been encouraging. I have reminded them that under Article 21 (A) education, it is the fundamental right of children and they should cooperate fully in achieving the larger objective," said HRD Commissioner-cum-Secretary Dr MM Jha, adding he had circulated the grading to all the DMs.
Jha said the above average districts have assured that they would complete the exercise by March-end, while the rest have been asked to perk up. "PRIs need to be given proper assistance to complete the massive exercise. The DMs have been asked to get involved with the work," he added.
