Governor's address to joint session of the state legislature

Patna, February 23, 2007The State government is set to give a fillip to development sector and has set a growth target of 8.5 per cent in the eleventh five-year plan from 2007-2011, Bihar Governor RS Gavai said in his address to the two houses of the state legislature on the first day of the Budget session on Friday.
Amidst interruptions by the opposition bench Gavai informed, that the government with a budget outlay of Rs 10,200 crore for the 2007-08 fiscal year is also to generate additional internal resource up to 30 per cent of the total outlay as against the previous share of 8-10 per cent. This would mean bringing in more efficiency is governance by cutting down wasteful expenditure while increasing the base for revenue through indirect taxation.
The governor praised Chief Minister Nitish Kumar, saying the state's history had taken "a crucial turn" with a congenial overall atmosphere and a markedly improved law and order. "Bihar now makes a crucial turn. An atmosphere has been created conducive to confidence and development while law and order has registered remarkable improvement."
Referring to the government’s initiatives taken for improving the overall infrastructure set up in Bihar consisting roads, power and irrigation facilities, Gavai highlighted that MOUs had been signed with the CPWD and IRCON in 2005 for upgrading the state highways. “ But the work has yet not started. If the agencies make more delay, the state government will get the work done through its own agencies,” said the Governor. Referring to the power sector, Gavai said that the renovation work of the Barauni and Kanti thermal power plants was nearly complete and generation of 180 MW was possible by March 2007. He also spoke of the works going on to improve the transmission and distributions networkin the state.
The Governor also highlighted that the state government commitment to implement e- goverancne in the state through compuerisation of departments. He also referred to the commissions set up by the government consisting administrative reforms, land reforms, Commssion to review Bhagalpur riot cases and farmers commission. “The government has downsized the number of departments by implementing most of the recommendations of the ARC,” said Gavai, adding that various steps had been also taken for improving the health and education sector.
While his reference about the implementation of poverty alleviation schemes invited angry protest from the opposition RJD members, Gavai said that the state government had started the ration coupan system to streamline the functioning of PDS shops.
Gavai's speech centred on the initiatives taken by the government for empowering the Panchayati Raj institutions and steps taken to improve law and order by speeding up trial, modernisation of police force besides measures taken for weeding out corruption. Referring to the law and order, Gavai said that 6,899 criminals had been convicted through speedy trial while 17 were sentenced to death and another 1389 criminals had been sentenced to life imprisonment.
