PATNA: In a major development, Patna police on Saturday lodged an FIR against Rajya Sabha MP and former chairman of the Bihar Legislative Council Jabir Hussain and then secretary of the council Kapildeo Prasad in connection with a complaint case related to illegal appointments in different grades during Hussain's tenure as the council chief.
Sachivalaya police lodged the FIR against them under various Sections of IPC, including 166 (public servant disobeying law with intent to cause injury to any person), 167 (forging document with intent to cause injury), 409 (breach of trust) and under Sections 7 and 13 of the Prevention of Corruption Act.
According to police sources, complainant Raj Kumar Singh filed a 60-page complaint with Sachivalaya police alleging that Jabir in connivance with his secretary appointed 78 persons illegally in Class IV, III and even higher grades.
Sources said that the complaint was lodged following a directive of the Patna High Court. While hearing the petition of Raj Kumar Singh, the high court had directed the present acting chairman of the legislative council, Arun Kumar, and the council's secretary to inquire into the allegations of the illegal appointments. Both the acting chairman and secretary found the allegations true in an inquiry, said the sources.
The court had also directed the chairman of the council to lodge a complaint with the police if the allegations against Jabir and other were found true. The high court had also said that the petitioner Raj Kumar Singh could lodge an FIR
