PATNA:A review of the election expenses incurred during 2004 Lok Sabha election and 2005 Vidhan Sabha election in Bihar by the Comptroller and Auditor General (CAG) has found that financial management was deficient and monitoring of election expenses by the state Chief Election Officer was ‘weak and deficient’.
The CAG, in its report for the year ended March 31, 2006, said that a review of the election expenses pointed out financial management was deficient as seen in the booking of advances as expenditure, unadjusted advances, non-preparation of detailed contingent bills and payments to suppliers without any Bihar Sales Tax or Central Sales Tax and service tax number.
Digital cameras were not used for the purpose for which they were purchased and there was no uniformity in the rates for preparation of photo identity cards and photocopying of electoral rolls, it said. According to the CAG, election expenses for conducting Lok Sabha and Vidhan Sabha elections are borne by the central and state governments respectively.
The expenditure on establishment, preparation and printing of electoral rolls and issue of photo identity cards to the voters are shared equally between centre and state. It said expenditure incurred for the two elections was Rs 63.15 crore and Rs 155.62 crore respectively. The utilisation of Rs 57.29 crore could not be verified for want of contingent bills, it added.
