PATNA: Health minister Chandra Mohan Rai has said a sum of Rs 4.23 crore has been spent by national and international NGOs to check the spread of HIV/AIDS in the 2005-06. Replying to a query raised by Dilip K Yadav during question hour in the state legislative council on Tuesday, Rai said HIV test centres have been set up at 85 primary health centres in nine most sensitive districts and 14 referral hospitals in Bihar. The people of the state have been imparted necessary training in 35 districts about HIV/AIDS. The DMs and civil surgeons concerned have been given necessary instructions in this regard, he added. One-time settlement: Energy minister Bijendra Prasad Yadav on Tuesday has said the Bihar State Electricity Board (BSEB) has so far earned Rs 12.58 crore from the one-time settlement scheme. Replying to a question of Bhim Singh (RJD), the minister said the BSEB had waived off a delayed payment surcharge (DPS) amount of Rs 7.47 crore of different category of consumers. He also claimed that the monthly revenue of the BSEB had increased manifold during the last couple of months. No budget provision: There was no budgetary provision for holding cultural mahotsavs for minorities in 2006-07, said minorities welfare minister Manjar Alam. Replying to a query raised by Baleshwar Singh Bharati (Bharatiya Janata Party), the minister said no amount has been sanctioned for holding cultural festivals of minorities in the next financial year also. AIDS cases: The state government on Tuesday has claimed that there has been no sharp increase in the number of HIV/AIDS cases in Bihar. Replying to a queries by Nawal K Yadav and Samir K Mahaseth in the council, the health minister said that in 2006 there was an increase of only 0.033 per cent in the HIV/AIDS cases in the state. Large scale migration of people from Bihar is one of the main reasons for the spread of AIDS, the minister said. Cotton Mill: The state government has made a diagnostic survey of the closed cotton mill at Siwan. Replying to a calling attention motion of Kedar Pandey (CPI) in the council, industry minister Gautam Singh said the cotton mill at Siwan has been closed since 2000. Industry minister said a total of 310 employees were working in the mill. The Siwan SP has been directed to provide security to the property of the mill as well as its sprawling campus, he said adding that the government is committed to revive the mill by inviting private parties to run it. The state government is also in the process of preparing the DPR of the mill, he added.
