Bihar Chief Minister Nitish Kumar has approved a new policy banning
'Pairavi' (recommendations seeking undue favour) in transfer of government employees. This was disclosed by personnel and administrative reforms secretary Amir Subhani. It was aimed at punishing the employees who would seek transfer on the basis of 'Pairavi', Subhani said. He stated that the Chief Minister's nod to the file did not mean that the government would enact a legislation banning 'pairavi' in transfers and postings. "The state has the history of interference in transfer and posting of choice from officials from top to bottom and this new circular will come in handy in dealing with such employees who have covered major part of their services through Pairavi," JD-U spokesman Shivanand Tiwari said. Former Bihar Chief Minister Jagannath Mishra had been charged with writing a recommendatory letter in favour of an alleged kingpin of multi-crore rupees fodder scam. Asked if it would also prohibit people's representatives from writing recommendatory letters for officials of their choice, Tiwari said it should. Alleging that the transfers and postings had become "a thriving industry" when the RJD was in power in the state, Tiwari pointed out that the new circular showed the present government's concerns about it.
