Bihar tops list of custodial deaths

New Delhi, Feb 28: With 247 custodial deaths, Bihar has topped the list of states reporting highest number of human rights violation cases in 2005-06, the government said today. Quoting National Human Rights Commission figures, Union Minister of State for Home Sriprakash Jaiswal said that in the last three years since 2003-04, Bihar has reported increased cases of deaths in police as well judicial custody. Overall the cases of custodial deaths has increased in the country in the last three years, Jaiswal informed the Lok Sabha. From 1,462 in 2003-04, the cases have shot up to 1,730 in 2005-06, said Jaiswal. He said as per recommendations from NHRC, states have to award compensation to the dependents in each case of custodial death.
