With seven railway ministers from Bihar and one minister of state, Bihar has benefited the most in terms of railway projects and employment in railways.Opening up the interiors of the state and linking them with the big cities have had a positive impact on state's economy. While initiating these projects, every rail minister, however, ensured that they addressed to their constituencies' needs.Though the first railway minister from the state, Jagjiwan Ram in the 1960s, could not utilise railways for economic revival of the state, it was late LN Mishra, who initiated the development agenda through railways, both for political gain and for the state as well.Mishra was credited with initiating survey of 36 rail projects, new lines and broad gauge conversion, bridges to unlinked areas, etc. However, his greatest contribution had been the Railway Recruitment Boards at Muzaffarpur, Patna and Ranchi. The Bharat Wagon Factory at Mokama and Muzaffarpur, modernisation and expansion of Jamalpur rail factory, not only paved the way for development but also opened up the job market for youth.Though the next two ministers from the state, Ram Sewak Singh and Kedar Pandey could not exploit the railways' potential for state's benefit to the desired extent, it was Ram Vilas Paswan, who set the ball rolling by initiating the gauge conversion projects and introducing new trains. New lines were laid during his reign which provided job to many a needy. But Bihar benefited greatly during the tenure of Nitish Kumar, who took pains in carving out the East Central Railway (ECR) with its headquarters at Hajipur. He also linked the state with all the important destinations. It not only generated employment for the Bihari youth but also opened the state to business prospects and provided linkages in the state, which had hitherto been deprived of a big railway zone. Plethora of projects landed during Nitish's tenure, which generated a lot of employment. The present incumbent Lalu Prasad has further strengthened the programmes initiated by his predecessor. A number of projects like wheel factory at Chapra, Coach factory at Marhaura, sleeper factories at Sitamarhi and Madhepura, locomotive factory at Madhepura, to name a few, are some of the projects worth Rs 13,500 crore, which would give a further boost to the state's economy in the days to come.
