Chief Minister Nitish Kumar, while holding his ever-popular weekly Janata Darbar (weekly meets) at his official residence in Patna on Monday, admitted the police was insensitive to the needs of the people but the problem was not unique to Bihar but was prevalent in other states as well.
"It is appalling that despite my repeated appeal to shape up, the police is not getting the message. If this continued, things will get only worse," Kumar said.
"I have ordered an investigation into the functioning of the police department since I have been told by a number of people that in many cases, not only the police refuses to file reports against the criminals, the complainant is routinely harassed by the law-enforcing officials," the CM said.
Kumar also said that soon an Information Commissioner would be appointed to promote Right to Information Act in the state. "To maintain overall transparency in the government and its various branches, we must enforce Right to Information Act at all levels," he said.
The groundwork for the appointment of the Information Commissioner has already been completed which will have a committee of three member that would also include the leader of the Opposition, the CM said.
The Chief Minister said that despite noise being made by the Congress and other opposition parties, there was a marked improvement in the law and order situation in the state.
