Patna, June 29: Identifying corruption as a malaise as much as crime in Bihar, Chief Minister Nitish Kumar today said efforts were on to devise a `permanent mechanism` to check officials taking bribes even for routine works like issuing birth and death certificates.
"I am aware of the corruption at different levels. I myself have been born in the same system
"I have held discussions with the officials to devise a permanent mechanism to check officials seeking speed money for even routine work like issuing birth or death certificates or police verification certificate required for applying for jobs or admission to educational institutions," he told reporters.
"Chopping heads of officials caught taking bribes is not a permanent solution. I am in favour of devising a fool-proof mechanism to check this malaise which has earned Bihar a bad name outside," he said.
As the government had planned various measures, including speedy trial in cases like kidnapping, to check the crime graph, action could be expedited in pending cases of corruption against officials.
Kumar sought the help of the media in stamping out corruption by exposing incidents of bribe-taking by officials and asked the state Police Chief A R Sinha to check bribery by the police for issuing verification certificates for getting passports and other such vital documents.
